The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:30 pm.
Members present: Supervisors: James Schmidt, Donna Hoeper (5 Minutes late) and Pete Fernholz;
Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.
A Motion was made by James Schmidt to approve the agenda with 2nd by Pete Fernholz. Motion carried 2-0.
A Motion was made by Pete Fernholz to approve a $68.50 overage cost on the $1,500.00 computer allowance, due to needing a new monitor 2nd by James Schmidt. Motion carried 2-0. A motion was made by James Schmidt to approve the bills in the amount of $755,565.73, 2nd by Donna Hoeper. Motion carried 3-0.
A Motion was made by Donna Hoeper to approve the November 2019 minutes, 2nd by James Schmidt. Motion carried 3-0.
TREASURERS REPORT: LMT has a balance of $755,167.72. There are 2 outstanding checks. Tax settlement issued from Douglas County was deposited on December 2nd, so it does not show up on November bank statement. Christy Tvrdik checked into loan options for municipalities with Bremer Bank, should funds run low before the June 2020 tax settlement. Christy Tvrdik spoke with Tyler Byrne at Bremer Bank. LMT can get a $250,000.00 line of credit using the CD as collateral for a Prime Plus interest rate of 4.75%, and no initiation fee. A motion was made by James Schmidt to set up a line of credit with Bremer Bank in the amount of $250,000.00, using the CD as collateral, 2nd by Pete Fernholz. Motion carried 3-0.
A Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Donna Hoeper. Motion carried 3-0.

ROAD DISCUSSION:
2019 Paving project: Jeff Stabnow, engineer, was present. Jeff presented an estimate for the cost of future seal coating maintenance of the blacktop roads for budgeting purposes. A discussion was had. LMT will present seal coating maintenance for the blacktop roads at the Annual Meeting. If LMT wants to do the seal coating maintenance in 2020, a decision will need to be made at the April meeting in order to get it scheduled.
Frontage Road winter maintenance/MnDOT: James Schmidt contacted MnDOT regarding the road maintenance agreement for Frontage Rd in LMT. MnDOT has decided to do their own maintenance of Frontage Rd, rather than LMT doing the maintenance and billing them
OLD BUSINESS:
2019 Paving Project invoice/payment: LMT has paid Mark Lee 90% of the Paving Project invoice and paid Jeff Stabnow the 2nd installment of his engineering fee. Mark Lee proposed that LMT only hold back a 1% retainage fee. A discussion was had. A motion was made by Pete Fernholz to keep the 10% retainage fee on the Paving Project invoice to ensure Mark Lee Asphalt fixes driveways with issues in a timely fashion in the spring and to address any further issues that may arise, 2nd by James Schmidt. Motion carried 3-0.
A discussion was had on extending Jeff Stabnow’s 3rd installment payment until the resolutions addressing culverts, approaches, and blacktopping are finished. Jeff Stabnow will present an invoice for final payment in January and LMT can pay the invoice when they feel the job is complete.
Nationwide Bonding letter: Nationwide Bonding letter for Mark Lee Asphalt reviewed and completed. Sue Hanson will submit.
ALASD- Gaylen Lerohl ALASD board membership expires 1/1/2020: James Schmidt contacted Gayle Lerohl and he has agreed to represent LMT on the ALASD board for a 2-year term

NEW BUSINESS:
Loan options: Discussed in the Treasurers report
Auditor Change/Contract: Ed Desautels, of Desautels Bartosiewski & Associates, contacted James Schmidt and informed him that the company will no longer be doing external audits for townships. Ed Desautels recommended Brian D. Koehn, CPA, and PLLC from Parkers Prairie. LMT has received a proposed contract from Brian D. Koehn CPA. A discussion was had. A motion was made by James Schmidt to accept the contract from Brian Koehn and use him as LMT’s external auditor, 2nd by Donna Hoeper. Motion Carried 3-0
Sundby variance: Sundby’s on Trousil Drive filed for a variance and conditional use permit allowing 2 living quarters on one parcel. This would allow them to use the living quarters in an existing garage as a guest house. The variance will be passed by the County under the stipulation that the living quarters located in the existing garage can never be rented or used a VRBO.
MATT Liability Insurance form: MATT Workers Comp Liability form was reviewed and signed. Sue Hanson will submit.
Special assessment yearend report: Report was reviewed and discussed.
Senior Center, Donation request: Tabled until Annual Meeting.
Special District Meeting for MAT Dist. 9: A special district meeting will be held December 18th to elect a new District 9 director, due to the unexpected death of newly elected Director, Jim Adamietz.
Calendar: Calendar was reviewed and discussed.

Permits: Issued sewer permits for November were reviewed.
MAILBAG: Mailbag was reviewed.
