Lake Mary Township Monthly Meeting
February 12, 2019
 

Meeting was called to order by James Schmidt with the pledge to the flag at 7:30 p.m.

Supervisors, James Schmidt, Donna Hoeper and Pete Fernholz were present.

Motion by James Schmidt to approve agenda with corrections; add Holmes City 1st responders to donation requests, 2nd by Donna Hoeper.  Motion carried 3-0.

Motion to approve the bills with corrections; disbursement amount was entered wrong, should be $1,468.55 instead of $2,537.22 for a corrected bill total of $14,796.23 Motion was made to approve bills by James Schmidt 2nd by Donna Hoeper. Motion carried   3-0.

Motion to approve minutes with corrections; minutes should state, newsletter will go to printer when finalized. Motion made to approve corrected minutes by Donna Hoeper, 2nd by James Schmidt. Motion carried 3-0.   

Treasures report: LMT has a balance of $894,682.24. There are no outstanding checks. Newsletter will be sent to Dawn Johnson at Spectrum Printing for publication as soon as finalized. A mailing list for the Township was forwarded to Spectrum Printing and they will take care of the mailing process.         

Motion to approve the Treasurers report by James Schmidt, 2nd by Pete Fernholz. Motion carried 3-0    

ITEMS FROM THE FLOOR:  None

ROAD DISCUSSION:

Repairs for Pospisil Dr., Trousil Dr. and Little Mary Circle will no longer be done as the township has decided to redo the blacktop on these roads. Discussion was had. Motion made by James Schmidt to cancel the repair bids on Pospisil Dr. and Trousil Dr. with Central Specialties and the repair bid for Little Mary Circle with Riley Brothers, 2nd by Peter Fernholz. Motion carried 3-0. James Schmidt will cancel the bids via email.

Road Distribution 2019: Township road distribution was received from the County for 2019, Board reviewed.

Runge Grading maintenance fees were received and reviewed by Board. Further discussion will be had at the April 2019 meeting.

Jeff Runge Sr was present. Snow on sides of roads has gotten to the point that some areas will need to be widened with the snow blower. This process will begin shortly.

 

Road engineer, Jeff Stabnow, was present. Jeff looked over Cross Country Lane and gave an estimate of approximately $100,000.00 to redo blacktop. Recent repairs on Cross Country will be utilized in the redoing of the blacktop. Jeff Stabnow will categorize the blacktop roads by priority of repair for the March meeting so the Board can then compare that with the bids received from the MnDOT Certified contractors and make a decision on the blacktopping process.

OLD BUSINESS:

Culvert Ordinance: Jeff Stabnow is still working on the Culvert/Approach Ordinance and will have completed before road construction season starts.

Calendar: Calendar was reviewed for February and March.

Newsletter: Newsletter was discussed in Treasures Report. Everything is on schedule.

Meetings:

  • Noxious Weed/DCAT Meeting is March 20th
  • Spring Short Course March 29th
  • Board of Equalization April 15th, 9:00 A.M. at Lake Mary Town hall

NEW BUSINESS:

Monthly March meeting will be held Monday, March 11 at 7:00 p.m. Blacktop bids will be opened at the beginning of the meeting.

Ballot & public notice: Board reviewed the voting ballot for the March 12th election. The public notice posting for the March meetings/elections that will be posted and published in Echo Press was also reviewed. Motion was made by Donna Hoeper to post election ballot at the Lake Mary Town hall and not published in the Echo Press, 2nd by Pete Fernholz. Motion carried 3-0.

Election Judges: Sue Hanson presented list of election judges for appointment. Motion was made by James Schmidt to approve the appointment of election judges for the March 12th township election, 2nd by Donna Hoeper. Motion carried 3-0.

Board of Audit and Review:

Lake Mary Township accountant, Ed Desautels, was present. Ed reviewed his audit findings of Lake Mary Township thus far. Ed has allocated interest from the General fund into the other funds. The Clerk and Treasurer will make these changes once the audit is completed.  Ed will file the Annual Financial Report with the State Auditor.

 

 

There was a clerical error made on the 2017/2018 and the 2018/2019 Form (Town Taxes Voted) by the previous clerk. The 2017/2018 Blacktop Levy of $24,000.00 was combined with the Road and Bridge Levy of $116,500.00 This resulted in a total of $140,500.00 designated in the Road and Bridge Levy and $0.00 designated in the Blacktop Levy filed with the Auditors office for the 2018 real estate taxes. The 2018/2019 Road and Bridge and Blacktop Levies were able to be corrected with Auditors office prior to being applied to the 2019 real estate tax statements. Ed recommended correcting the 2017/2018 levy disbursement by transferring $24,000.00 from the Road and Bridge Fund to the Blacktop fund. James Schmidt made a motion on Ed’s recommendation of the $24,000.00 transfer, 2nd by Pete Fernholz. Motion carried 3-0.

Special Assessment/ALASD Levy: The special assessment list for the sewer was received from the Auditors office and reviewed.  Most of the special assessments will be paid off on this year’s taxes. Ed Desautels explained that ALASD levies the maintenance for the sewer with the County Auditor. The money received from the tax levy goes into the General Capital Project Fund which is then used to pay the maintenance fee. There is no need for a separate budget to be levied by LMT for the yearly sewer maintenance.

Budget: 2020 budget was reviewed and discussed by board. Discussion was had about possibly using money from the sewer fund to pay for the repair and reconstruction of blacktop roads in the township. There is a substantial balance in the sewer fund and the sewer project has been completed. Christy Tvrdik will also check to see what the penalty would be if we took money out of the CD prematurely.

Budget request: 2020 budget requests were received from AAEDC for $3,800.00 (8% decrease from last year), also received requests from The Senior Center, and Holmes City 1st responders. These and other requests will be approved at the Annual Meeting.

Mn Benefit Association- Life insurance Policy: 2020 premium renewal was received. Changes will be made by removing Julie Freier from the policy and replacing with Christy Tvrdik.

Motion by James Schmidt at 10:45 p.m. to adjourn the meeting, 2nd by Pete Fernholz. Motion carried 3-0
