The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:00 pm.
Members present: Supervisors: James Schmidt, Donna Hoeper; Clerk, Sue Hanson, and Treasurer, Christy Tvrdik. Pete Fernholz was absent.
A Motion was made by James Schmidt to approve the agenda, 2nd by Donna Hoeper. Motion carried 2-0.
A Motion was made by James Schmidt to approve the bills in the amount of $32,307.65, 2nd by Donna Hoeper. Motion carried 2-0.
A Motion was made by Donna Hoeper to approve the October 2020 minutes with punctuation corrections, 2nd by James Schmidt. Motion carried 2-0.
TREASURERS REPORT: LMT has a balance of $143,853.24. There are 2 outstanding checks, a stop payment was placed on Check #5499, as it was not received by the vendor.
A Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Donna Hoeper. Motion carried 2-0.
ITEMS FROM THE FLOOR: None
ROAD DISCUSSION:
Swing away mailboxes/ Assessment: There was a stop payment placed on check #5499 for $4200.00, as Alvero LLC stated they did not receive; a new check has been issued. The information needed for the Swing Away Mailbox supports assessments for Lake Andrew Rd. and Oriole Ln. has been sent to the Douglas County Auditors to be assessed on the 2021 property tax statement.
Road mileage for Lake Mary Township: Lake Mary Township road mileage remains at 32.72 miles for 2020, this will change in 2021 after Frontage Rd. is taken back by LMT.
Frontage Road Turn-back agreement: The Frontage Road turn-back agreement has been signed off by both LMT and MnDOT.
Gravel bill 2020: The bill for the 2020 new gravel placement has not yet been received from Hvezda Excavating.
OLD BUSINESS:
CARES Act Monies/resolution: After utilizing the CARES Act money LMT has a surplus of $12,047.67. A motion was made by James Schmidt to approve Resolution #11-20, transferring the excess surplus of Cares Act monies to Douglas County, 2nd by Donna Hoeper. Motion carried 2-0.
Fire extinguishers: LMT received a quote, good until 11-13-20 for the purchase and installation of 2-5 lb. fire extinguishers and a Fire/CO2 detector from JZ Fire Extinguisher services LLC for $189.85. A motion was made by James Schmidt to approve the quote, 2nd by Donna Hoeper. Motion carried 2-0.
General Election: LMT had a total of 577 in-person voters, 43 of which were new registers. This total does not include the number of absentee voters, which as of Friday, October 30th was at 227.
Townhall rental/monitor use: A discussion was had on allowing renters to use the wall monitor for meetings, funerals, etc. The board has no issue with renters using the monitor. With state guidelines for gatherings changing per Governor Waltz, rental guidelines will need to be followed accordingly as recommendations change.
NEW BUSINESS:
CD matures/renewal: LMT’s CD is maturing on December 6, 2020. A discussion was had. A motion was made by James Schmidt to take the money out of the CD and deposit it into the LMT Money Market account, and discuss the investment options further at the December meeting when all board members are present, 2nd by Donna Hoeper. Motion carried 2-0.
Hearing on the designation of solid waste/ Land & Resource: LMT received notifications of the hearing discussing the designation of solid waste. A discussion was had. LMT has no concerns on this issue at this time.
ALASD Allocation for 2021: LMT allocation amount for 2021 from ALASD is $65,615.00
March elections-1-Treasurer-2 year, 1- Supervisor-3 years: Christy Trvdik and Pete Fernholz’s positions are both up for reelection in 2021.
Polling place resolution: A motion was made by James Schmidt to approve Resolution #11-20A designating Lake Mary Townhall as the Lake Mary Township polling place for 2021, 2nd by Donna Hoeper. Motion carried 2-0.
Newsletter: A discussion was had on what information needs to be placed/changed in the 2021 newsletter. LMT needs to decide who to use for printing and distributing the 2021 newsletter. Donna Hoeper and Christy Tvrdik will start working on the newsletter and will revisit at the December meeting.
MAT Annual Meeting Nov. 20-21, 2020: The MAT annual meeting will be held via ZOOM November 20-21.
Calendar: The MAT calendar for November & December was reviewed and discussed.
