Lake Mary Township Monthly Meeting
May 8, 2018
Meeting was called to order by James Schmidt with the pledge to the flag at 7:31pm.
Motion by James Schmidt to approve agenda with changes; eliminate Hvezda Excavating Liability as was received, 2nd by Donna Hoeper. Motion carried 3-0
Motion to approve the bills with corrections in the amount of $23,370.74 by James Schmidt , 2nd by Pete Fernholz. Motion carried 3-0
Motion to approve April minutes with corrections by Donna Hoeper, 2nd by James Schmidt. Motion carried 3-0
Motion to approve Board of Equalization minutes with corrections by Donna Hoeper, 2nd by James Schmidt. Motion carried 3-0
Treasure’s report given. Board requested Julie Freier compose a sheet for the supervisors showing what funds come out of the Road and bridge and Blacktop funds. Example: What funds do culverts; patching, gravel etc. get taken out of. Discussion was had. Julie Freier will put sheet together. Motion to approve the Treasurers report by James Schmidt and 2nd by Pete Fernholz. Motion carried 3-0
Items from floor: Can the public attend the Lake Mary Lake Association meetings? Sue Hanson will get in touch with the Association and find out.
OLD BUSINESS
Road Discussion –Jeff Runge Sr. present, Central Specialties have looked at roads that we need to repair according to road review sheet, and will being giving us a quote. Jeff Runge Sr. also met with Klimeks from Advanced Irrigation on hydro- seeding on the south side Cross Country Lane by slough and placing mesh; quote for the south side is $2000.00. North side of road will be done at a later time. James will distribute gravel and chloride maps to Hvezda Excavating to record how many loads of gravel have been spread. Hvezda Excavating records loads on map, and then this map goes to accountant for record of gravel hauled. A Rockwood resident wants chloride placed from where we stop at Jodass’s down the rest of the road. Residents will pay for this and this needs to be paid directly to the chloride company. James motioned to approve road review minutes and Pete Fernholz 2nd. Motion carried 3-0.
Anchor Consulting completed computer work. Backups have been placed on both computers; new antivirus placed on laptop; township computer Norton Antivirus still current. Julie Freier will purchase new Norton Antivirus when subscription is due. Anchor instructed Clerk on use of township website.
Board reviewed map of Lake Mary Township to make sure all Lake Mary Township roads were documented correctly. Corrections were made to Little Mary Circle and Horseshoe Road on East Lake Mary. Specified on map where, Holmes City & Lake Mary Townships meet on Teal Trail and Pocket Lake Road. Donna Hoeper will take map to Douglas County Public Works so corrections can be made.
Sue Hanson & Bonnie Lay updated on CTAS progress. CTAS missing info has now been entered and everything is up to date and balancing with the treasure’s report.
Bonnie Lay, Deputy Clerk, will stay on monthly salary through June and then go to hourly wage when her assistance is needed.
Board will pick 2 resolutions to review and update as needed at every meeting as time allows.
Donna Hoeper attended the Douglas County Board of Adjustment meeting in regards to a hearing on an application for a conditional use permit for a VRBO on Lake Mary. The property manager withdrew the request at the meeting. Discussion was had.
NEW BUSINESS
Corporate version Email available through Google had been suggested by Anchor Consulting. Each member of board would have a township email connected through network, this way all board members would have access to the files in the network, minutes, agendas, etc... Discussion was had and decided that we will check into it more at the summer short course and see if other townships are using it and if they are having success with this. Will revisit at the July meeting.
Gardonville internet. James made a motion to increase internet speed up to 2 and lease new router . Discussion was had. Fee will increase $20.00per month. Pete Fernholz 2nd . Motion carried 3-0
RunestoneTelecom is installing fiber optic and the town hall has a chance to install. Runestone Telecom would install fiber optic at no charge if the Lake Mary Township Board would be willing to write a letter of support if Runestone Telecom applies for a state grant. James would also like to check into changing the Town hall phone number to a Lowry exchange and then we could have everything on one bill. James made a motion to switch internet service to Runestone Telecom and be in support in giving them a letter of recommendation at their request when they fill out papers for a border to border broadband state grant. James will check into changing the phone number to a Lowry exchange and bundle everything to eliminate Gardonville and CenturyLink. Pete Fernholz 2nd. Motion carried
Lake Mary Township has received overpayment from the City of Alexandria for maintenance on Cross Country Lane. Sue Hanson explained to the board how the bill for maintenance is broken down. Discussion was had. James made a motion to do a cash reimbursement to the City for overpayment, to go out with our claims in June. Donna Hoeper 2nd. Motion carried 3-0
Discussion was had on election judges being paid for mileage when attending training meetings. Election judges are paid hourly. James made a motion that the election judges add their drive time (within reason) onto their time sheet as payment for driving Pete Fernholz 2nd. Motion carried 3-0
Douglas County sent a new 4 year contract for assessments of all real estate & personal property parcels in the Township of Lake Mary. James Schmidt and Sue Hanson signed contract.
Douglas Country Auditor office sent a renewal application from Cottage Grove Resort for the approval of an Off-sale and On-sale 3.2% beer license. James made a motion to approve the renewal of Cottage Grove Off-sale and On-sale 3.2% beer license. Pete Fernholz 2nd. Motion carried 3-0
Summer Short Course; Sue Hanson will register everyone who wants to go to the Summer Short Course in St Cloud on June 18th.
Mail bag was looked at and discussed.
Donna Hoeper will contact Land and Resources with questions and concerns regarding the setback for the Soderholm viewing.
Pete Fernholz will plan to attend the Lake Mary Lake Association meeting on June 17th
