The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:00 pm.

Members present: Supervisors: James Schmidt, Max Radil, and Pete Fernholz;

Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.

 

A Motion was made by James Schmidt to approve the agenda with 2nd by Pete Fernholz. Motion carried 3-0.

A Motion was made by James Schmidt to approve the claims and disbursements #5819-5834 and PERA0522 in the amount of $27,214.55, 2nd by Max Radil. Motion carried 3-0.   

A Motion was made by Max Radil to approve the April 2022 minutes, 2nd by Pete Fernholz. Motion carried 3-0.

A Motion was made by to Max Radil approve the 2022 Reorganizational minutes, 2nd by Pete Fernholz. Motion carried 3-0.

A Motion was made by Max Radil to approve the 2022 Board of Equalization minutes, 2nd by Pete Fernholz. Motion carried 3-0.

 

TREASURERS REPORT: LMT has a balance of $929,083.57 There are 4 outstanding checks. A Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Max Radil. Motion carried 3-0.          

ITEMS FROM THE FLOOR: None

ROAD DISCUSSION:

Approach Permit: A discussion was had. A motion was made by James Schmidt to accept the written application for the Approach and Culvert Permit, and also to add an amendment page to the 7-20 Road Policy along with a copy of the permit, it will be noted on the amendment page and policy page that a written permit application is required as of 5-10-22, 2nd by Pete Fernholz. Motion carried 3-0.

Daun- culvert-Hummingbird: A letter was sent to Warren Daun for the property owned on 8037Hummingbird Way SW (30-0168-686) by Michael Cass, Lawyer for Lake Mary Township, regarding the replacement of the plastic culvert installed in their driveway approach. The letter states that the culvert needs to be replaced with one that meets the Lake Mary Township Road policy requirements within 2 weeks of receiving the written permit application, effective date 5-11-2022.

Mork- ditch- Oriole: Matt Mork requested permission to put a culvert in the drainage ditch on his property at 9458 Oriole Ln SW (30-0413-000), to allow him to flatten his parcel. A discussion was had. For LMT to allow this, the owner would need to place a culvert with no less than a 30" diameter, the culvert could not be connected to LMT's existing culverts next to this area, and a sediment area would need to be left between the landowner's culvert and LMT’s existing culvert. If the culvert placed by the landowner would become blocked, the landowner is responsible for cleaning it and would also be responsible for any damage caused by this to roads and/or adjoining parcels.

Larson-road vacates- Little Mary Circle: A request was once again received from Ross Larson for LMT to vacate the potential platted road located on Little Mary Circle located between parcels 30-0435-903 and 30-0435-912. A discussion was had. The LMT board is against vacating this potential platted road due to future land lock possibilities if the property is sold.

Road Review: The road review notes and recommendations were reviewed and discussed. Jeff Runge recommended that no crack sealing be done on Nemec Estates since the blacktop is in poor condition and should be redone.

Approve Road Review Minutes: A Motion was made by James Schmidt to approve the 2022 Road Review minutes, with the correction of no crack sealing to be done on Nemec Estates,2nd by Pete Fernholz. Motion carried 3-0.

Culvert- Pheasant Way: Jeff Runge advised Max Radil that a culvert located on Pheasant Way, approximately ¼ mile South of Hwy. #4 needs to be replaced. Permission was given.

Hummingbird Way: The blacktopping project has begun.

Hazard Road signs: Max Radil presented a quote for M & R signs for temporary warning/caution signs for the township. The approximate cost for the 30” signs and stands is $250.00 per sign and stand. A discussion was had. A motion was made by Max Radil to purchase 2 warning/caution signs and stands along with 4 sandbags, 2nd by James Schmidt. Motion carried

OLD BUSINESS:   

Swing Away Mailboxes: The count for remaining Swing Away mailbox support placement in 2022 is 115-120 supports.

Board of Appeal and Equalization actions report: Nothing to report

  NEW BUSINESS:

American Rescue Plan Act(ARPA) reporting: Sue Hanson stated all required reporting has been completed.

Land Use/Sewer Permits: Permits were reviewed. The Land and Resource Dept. at Douglas County is requesting permission to Email permit reports out to the township. A discussion was had, and LMT is OK with reports being emailed.

Calendar: The May and June calendars were reviewed

Next meeting: June 14, 2022, at 7:00 PM

MAILBAG- Mailbag was reviewed and discussed.

ADJOURN: A Motion was made by James Schmidt at 8:31 PM to adjourn the meeting, 2nd by Max Radil. Motion carried 3-0.
