The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:00 PM

Members present: Supervisors: James Schmidt, Donna Hoeper, and Pete Fernholz;

Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.

A Motion was made by James Schmidt to approve the agenda with 2nd by Donna Hoeper. Motion carried 3-0.

A Motion was made by Pete Fernholz to approve disbursements and claims #5570-5582 and PERA0221 in the amount of 10,701.48, 2nd by James Schmidt. Motion carried 3-0.   

A Motion was made by Donna Hoeper to approve the January 2021 minutes, 2nd by Pete Fernholz. Motion carried 3-0.

TREASURERS REPORT: LMT has a balance of $ 853,664.88 There is one outstanding check. Information is still being gathered on the possibility of changing banks.

A Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Pete Fernholz. Motion carried 3-0.

ITEMS FROM THE FLOOR:  None

ROAD DISCUSSION:

2021 Publication for new gravel and road maintenance quotes: Publication was reviewed and discussed. LMT will publish one time in Echo Press and post on the website

 

Accessing sewer hook-ups under tarred roads- Little Mary Circle/ Trousil Dr.:

Inquiries have been made by a private party on Little Mary Circle and development on Trousil Dr. on hooking up to sewer. To access sewer hubs tarred road will need to be opened to connect. It was suggested that the resident/contractor will need to require a bond for the cost of repairing and re-tarring the area accessed for the sewer hook-up and this be added to the Road Policy. A discussion was had and the topic will be tabled until the March meeting.

OLD BUSINESS:  

Lake Andrew Estates 3rd addition & storage units: Residents were present to voice concerns about the addition and storage units. The main concerns were the effect on surrounding property levels and the increase in crime rate due to the storage buildings. A discussion was had. It was suggested to residents by the Board that they will need to either retain legal help and have a judicial review or contact the developers and discuss their concerns with the project to see if there is a solution to the concerns.

Newsletter: A draft of the newsletter was presented and reviewed. A discussion was had. Donna Hoper will make suggested changes and have the newsletter printed and mailed out.

Election Judge payroll: LMT will revisit adding the election judges to payroll in 2022, as the cost for judge wages will be minimal in 2021 due to only the Township election scheduled.

Upcoming Meetings:

Board of Audit/ Budget Meeting: 2/16/2021@ 7:00 PM

Annual Meeting-In-person/ZOOM: The Annual Meeting will be in-person3/9/ 2021 @ 8:15 PM. LMT will offer residents the option of listening to the meeting via ZOOM. ZOOM invite will be posted on the LMT website.

Regular Monthly Meeting: There is a conflict with the March 10 meeting date. A discussion was had. A motion was made by James Schmidt to hold the LMT Mthly Meeting, Monday, March 15 @ 7:00 PM

Noxious Weed/ DCAT Meetings: Noxious Weed 3/17/ 2021@8:30 AM /DCAT meeting 3/17/2021 @9:30 AM

  NEW BUSINESS

Budget 2022: A draft of the budget was presented to Board to review before the Board of Audit/Budget Meeting 2/16/2021 @ 7:00 PM.

 Cottage Grove set-up renewal: A set-up license renewal request was received for the Cottage Grove resort. A motion was made by James Schmidt to approve the request for the Cottage Grove Resort set-up license, 2nd by Pete Fernholz. Motion carried 3-0.

Swing Safe Supports-pricing update: A pricing update for the Swing Safe mailbox support system was received. Pricing was reviewed and discussed.

Hearing- Conditional use permit- Matthew L Meyers applied for a conditional use permit to allow the manufacturing of metal products on CNC machines on Irreg 8.76 Ac tract of N2SW4(POB is 1616. 67’ E of W4 corner) Section 30 (Lake Mary Township). Zoning Rural Residential. A discussion was had. LMT has no concerns with the application.

Lowry 2021/2022 Fire Contract: A motion was made by James Schmidt to accept the Lowry Fire Department 2021/2022 Contact, 2nd by Pete Fernholz. Motion Carried 3-0.

Federal Mileage/.56 per mile: The Federal Mileage and deceased from .57.5 tp .56 per mile

DCAT 2020 survey: DACT survey was reviewed, changes for LMT will be made and sent back

REA rate increase: Notification of the usage increase was received.

Great River Energy: Notification of Great River Energy was received on the relocation of one of the LMT substations.

Review ballot/publish or post and public notices: The ballot for the LMT Annual Election was reviewed. A notice of township election including an alternate bad weather date will be published and posted. A motion was made by James Schmidt to post and not publish the sample ballot, 2nd by Donna Hoeper. Motion carried 3-0.

Land Use Permits: LUP's were reviewed and discussed.

Calendar: February and March calendars were reviewed and discussed

Budget request LAR/AAEDC: Budget requests for LAR and AAEDC were received for 2022

Mn Benefit Association-Life Ins: Invoice was received, LMT will update eligible participants after the March election.

MAILBAG- Mailbag was reviewed and discussed.

A Motion was made by James Schmidt at 8:35 P.M. to adjourn the meeting, 2nd by Donna Hoeper. Motion carried 3-0.
