The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:00 PM.
Members present Supervisors: James Schmidt, Max Radil, and Pete Fernholz;
Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.
A Motion was made by Max Radil to approve the agenda, 2nd by James Schmidt. Motion carried 3-0.
A Motion was made by James Schmidt to approve the claims and disbursements #6108-6126, and PERA0923 in the amount of $30,775.86, 2nd by Max Radil. Motion carried 3-0.
A Motion was made by Pete Fernholz to approve the August 2023 minutes with spelling correction, 2nd by James Schmidt. Motion carried 3-0.
TREASURERS REPORT: There is one outstanding check. A Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Max Radil. Motion carried 3-0.
ITEMS FROM THE FLOOR: None
ROAD DISCUSSION:
Barricades: Max Radil proposed the purchase of barricades for LMT for when culverts are replaced or roads are washed out. For the barricades of panels and collapsible stands, Max suggested purchasing enough panels (4) and stands(8) to make 4 barricades at the cost of approximately $750.00.
Kremer Approach Application: An application for an approach was received for Serenity Ln.. James Schmidt approved the application.
2023 Local Road Improvement Program (LRIP) Funding: A discussion was had. James Schmidt will check into funding from the LRIP.
Snow fence: A resident inquired about purchasing the old snow fence. A discussion was had. LMT will sell the snow fence for $35.00 per roll or 3 rolls for $100.00
OLD BUSINESS:
District 9 Meeting: Max Radil attended the District 9 Meeting and informed the Board of what was discussed.
NEW BUSINESS:
Minnerath- Platted subdivision: Minnerath’s applied for a platted subdivision, the newly platted lot will be expected to provide and pay for a separate sewer connection.
Voter Account Municipal Agreement: the 2023 Legislature, under Minnesota Laws 2023, Chapter 62, Article 4, Section 6, established the Voting Operations, Technology, and Election Resources (VOTER) Account with an annual appropriation to counties of $1.25 million beginning July 20, 2023. The Minnesota Secretary of State (OSS) distributes funds to each county as prescribed by law. The OSS distributed $10,434.27 to Douglas County on July 20, 2023. This money would be distributed to each municipality(townships/cities). LMT would receive $85.91 and would need to keep track of and report the spending, or LMT could sign an agreement that would keep the money at the county level and the county would use the monies to help with the election costs for all municipalities and keep track of and report the spending. A motion was made by James Schmidt to sign the Voter Account Municipal Agreement keeping the funding at the County level, 2nd by Pete Fernholz. Motion carried 3-0.
AAEDC Representative: Vicki Jodsaas’s term will be expiring December 31, 2023. Nicole Fernholz at AAEDC will help LMT find a replacement.
2023-year-end audit information: An email was received from auditor, Brian Koehn, stating there will be another price increase in his services for the 2023 year-end audit. A discussion was had. A decision will be made at the October meeting.
Land Use Permits: None were received.
Calendar: The September and October calendars were reviewed.
