The Lake Mary Township Annual Meeting was called to order at 8:15 p.m. by Clerk, Sue Hanson, with the pledge to the flag.
A motion was made by Donna Hoper to elect James Schmidt as moderator, 2nd by Max Radil. Motion carried.
Minutes from March 2021 Annual Meeting were reviewed. A motion was made by Max Radil to approve the 2021 Annual Meeting minutes, 2nd by Brent Roth. Motion carried.
Election results:
LMT had a total of 28 voters. Max Radil received 28 votes for the Supervisor position. Sue Hanson received 28 votes for the Clerk position. Both candidates were uncontested. There were no write-ins.
Fire Protection requests:
Alexandria Fire Dept. sent a letter requesting $21,238.00 for 2023. A discussion was had. A motion was made by James Schmidt to approve the requested amount of $21,238.00, 2nd by Max Radil. Motion carried.
Forada Fire Dept., represented by Stephen VanLuik, requested $24,559.00 for 2023, this amount is based on property values. FFD had 15 calls in 2021, one was in LMT. A discussion was had. A motion was made by James Schmidt to approve the requested amount of $24,559.00, 2nd by Sue Hanson. Motion carried.
Lowry Fire Dept. had no representation and a new contract for 2023 was not received. A discussion was had. A motion was made by James Schmidt to give the LFD the same amount as requested for 2022 of $4,319.00 for 2023, 2nd by Brent Roth. Motion carried.
First Responder requests:
Forada First Responders, represented by Stephen VanLuik, requested funding. FFR's responded to 50 calls in 2021, 10 of which were in LMT. A discussion was had. A motion was made by Donna Hoeper to give funding of $2000.00 for 2023 to the FFR's, 2nd by Sue Hanson. Motion carried.
Holmes City First Responders, represented by Shawn Stoen requested funding. The HCFRs responded to 31 calls in 2021, 8 of which were in LMT. A discussion was had. A motion was made by Brent Roth to give funding of $2000.00 for 2023 to the HCFR’s, 2nd by Donna Hoeper. Motion Carried.
Lowry First Responders had no representation. A discussion was had. LMT gave $600.00 for 2022. A motion was made by James Schmidt to give funding of $600.00 again for 2023 to the LFR's, 2nd by Max Radil. Motion Carried.
Donations:
Maple Lake swimming lessons sent a letter requesting $500.00 for 2023. A discussion was had. A motion was made by Sue Hanson to approve the requested amount, 2nd by Jim Schlosser. Motion carried.
AAEDC, represented by Nicole Fernholz, requested $3,800.00 for 2023. A discussion was had. A motion was made by James Schmidt to approve the requested amount, 2nd by Max Radil. Yea’s-8, Nay’s-1. Motion carried.
Alexandria Senior Center sent a letter requesting $500.00 for 2023. A discussion was had. LMT gave $250.00 in 2021 & 2022. A motion was made by Brent Roth to keep funding at $250.00 for 2023, 2nd by Max Radil. Motion carried.
Forada Days had no representation and no request for 2023.
Other funding/Donations:
Douglas County Historical Society sent a letter requesting $50.00 for 2023. A discussion was had. A motion was made by Max Radil to approve the requested amount of $50.00, 2nd by Brent Roth. Motion Carried.
Community Ed /LAR sent a letter requesting $3,400.00 for 2023. A discussion was had. A motion was made by Sue Hanson to approve the requested amount, 2nd by Donna Hoeper. Motion Carried.
Roads:
LMT placed extra gravel on the roads in 2021, as LMT was a little behind due to blacktopping projects and did not want gravel roads getting too bad. LMT plans on completing the installation of the Swing Away mailbox support system in the township. LMT has been budgeting $75,000.00 per year for blacktopping a decision was made at the Budget and Audit meeting to increase the blacktopping budget by 3% each year to keep up with the rising costs. A concern was raised about the amount of chloride on Cross Country Ln. and soft areas in the gravel on Rockwood Ln. LMT will look at these issues at the 2022 road review.
Election Judges:
Sue Hanson, the Clerk, reported LMT has 8 election judges: Lyla Radil, Lorraine Chan, Tammy Smedstad, Juanita Bolinger, Mary Kalina, Renae Hills, Pat Keipe, and Linda McFann. A question was asked on wages of judges, LMT currently pays election judges $16.00 per hour and head judges $18.00 per hour. If anyone is interested in becoming an election judge, they should contact Sue Hanson.
Presentation of budget:
The proposed 2022 budget was reviewed with the LMT residents. A discussion was had. The Board presented the following budget: General Receipts & Expenses, $72,700.00, Fire Protection Receipts & Expenses, $45,563.00, Road Receipts & Expenses, $205,500.00, and Blacktop Receipts & Expenses, $77,300.00, for a total of $405,616.00. This does not include the amount for the Alexandria Lakes Area Sewer District (ALASD) sewer bond and interest, which will be determined by ALASD at a later date.
Set Tax Levy:
James Schmidt presented the amount of $405,616.00, not including the ALASD sewer bond and interest, for the 2023 Tax Levy for LMT. A motion was made by Max Radil to approve the presented 2023 Tax Levy, 2nd by Brent Roth. Motion Carried.
2023 Annual Meeting:
The Lake Mary Township 2023 Annual meeting was set for March 14th, 2023, at 8:15 PM.

A motion was made by Max Radil to adjourn the meeting at 9:53 PM, 2nd by James Schmidt. Motion carried.

** Amendment: A miscalculation was made in the budget regarding the Lowry Fire Dept fund request, there should have been a 2% increase for 2023, it was stated in the 2021-2022 contract and overlooked. A motion was made by James Schmidt (at the March 2022 monthly meeting) to amend the previous motion made at the Annual meeting for the LFD funding and made a new motion to increase the funding for the LFD by 2% which amounts to $86.00, bringing it up to $4,405.00 from $4,319.00. This will increase the Fire Fund budget from $50,116.00 to $50,202.00 and the overall 2023 tax levy from $405,616.00 to $405,702.00, 2nd by Pete Fernholz. Motion carried 3-0.
