The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:00 pm.

Members present: Supervisors: James Schmidt, Donna Hoeper, and Pete Fernholz;

Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.

 A Motion was made by James Schmidt to approve the agenda with 2nd by Donna Hoeper. Motion carried 3-0.

A Motion was made by James Schmidt to approve disbursements and claims #5606-#5630, 491-2021-1 & PERA0421 in the amount of #27,037.29, 2nd by Pete Fernholz.    Motion carried 3-0.   

A Motion was made by Donna Hoeper to approve the March 2021 minutes, 2nd by Pete Fernholz. Motion carried 3-0.

TREASURERS REPORT: LMT has a balance of $839.722.83 There is one outstanding check. A Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Donna Hoeper. Motion carried 3-0.

ITEMS FROM THE FLOOR: Representatives for Viking Sportsman’s were present. The Viking Sportsman owns property at the end of East Lake Mary Rd SE. There is a turnaround at the end of the road that is on the property. Recently there has been an issue with people using the turnaround for parking and throwing out litter etc. The Viking Sportsman would like to place a gate over the road to keep people out. A discussion was had. Will need to check with Douglas County to make sure that there is not an easement involved with the road before any decision can be made regarding the placement of a gate.

ROAD DISCUSSION:

Open gravel quotes: LMT received 3 quotes for Class V gravel. Hvezda Excavating for $8.00 per yard, Okerlund Graveling for $10.00 per yard, and Central Specialties for $17.45 per yard. A discussion was had. A motion was made by Pete Fernholz to accept the Hvezda Excavating bid of $8.00 per yard, 2nd by Donna Hoeper. Motion carried 3-0.

Open summer and winter maintenance quotes: One quote was received from Runge Grading for Summer and Winter maintenance. A discussion was had. A motion was made by James Schmidt to accept the Runge Grading bid for Summer maintenance, 2nd by Donna Hoeper. Motion carried. A motion was made by James Schmidt to accept the Runge Grading bid for Winter maintenance, 2nd by Donna Hoeper. Motion carried.

Road review April 17th, at 8:00 AM: The LMT road review will be held April 17, 2021, @ 8:00 AM

Cross County Lane / Potholes Sunfish #1924: Road issues have been received from Cross Country Lane and Sunfish Lane. The areas of concern will be looked at during the road review.

OLD BUSINESS:  

Sewer hookup on Lake Andrew 3rd Addition/Little Mary Circle: Bertrum’s were present. A discussion was had.  The options that were discussed included having the development do a  Chapter 365A Subordinate Service District and do a  Petition for Subordinate Service District. At this time Lake Mary townships Sewer Ordinance charges a $1000.00 Sewer Availability Charge(SAC) to every parcel that hooks up to the sewer line and a $4000.00 hook up charge per residential dwelling. LMT’s proposal for this development would be to charge the $1000.00 SAC per lot for all eight lots. We would do the connection charge differently from the ordinance as stated: for the first six lots that would be hooked up to the eight-inch stub we would charge a total of $675.00 per lot and the last two lots that would hookup coming off the cul-de-sac we would charge a $2000.00 per lot. LMT is looking at it as a total of two hookups instead of eight. Further discussion will be had at the May meeting.

Swing Away Mailbox Installs: A discussion was had on which road would be next for the installation of Swing Away mailboxes. It was decided that Cross County Ln, Little Mary Circle, Pospisil Dr & Ln, Spearfish Ln, Turtle Court, Turtle Trail, Trousil Dr, and Hummingbird Way. LMT Will have the company set mailboxes on Hummingbird Way 3 inches higher as the road will be redone in the future. Power Ln & West Lake Mary Rd both have Swing Away mailboxes installed on the roads.

Emergency Siren: An Email was received from a Lake Mary resident requesting that LMT again look into putting an emergency siren in the township. A discussion was had. LMT is not interested in revisiting this at this time.

Board of Appeals & Equal. Meeting, Monday, April 19th @ 9:00 AM: Donna Hoeper, Pete Fernholz, and James Schmidt will be attending this meeting, scheduled at the town hall.

  NEW BUSINESS

P.O. Box rates: Post Office box rent had an increase

Tax Settlement Payments: The county notified LMT that going forward the Douglas County Auditor/Treasurer’s Office will be following the Minnesota Department of Revenue’s tax settlement payment calendar in making payments to the taxing districts.  Therefore, the taxing districts can expect to receive property tax settlement payments on the following dates, June 30th, December 1st, and January 25th (if these dates fall on the weekend, it will be paid out the next business day). The School Districts and the Minnesota Department of Revenue will continue to receive their advancements in May & October per the Minnesota Department of Revenue calendar.   The Douglas County Auditor/Treasurer's Office will not be issuing an extra payment in May for the delinquent taxes received in January & February, as we have in the past.  We have been informed that these collections (from January & February) should be paid with the tax settlement on June 30th.

Mahoney variance-Sunfish: A notice viewing and hearing for the application of Kathy J and Jerry J Mahoney for a variance to allow an 18 ft x 11 ft dwelling addition with a 4 ft x 18 ft covered deck not meeting the minimum dwelling width requirement on Lot 1, Adelines Acres. Section 11, locate 2010 Sunfish Ln SW by Douglas Co. Land and Recourses. A discussion was had. LMT has no issues with the variance.

Fisher(Schnuckle) Oriole Ln: The resident at 9290 Oriole Lane parcels 30-0400-000 and 30-0397-000 is requesting having LMT release the easement footage back to the resident's parcel. A discussion was had. The board will review the area during the road review.

Meeting reviews:

DCAT: Highlights from the DACT meeting were discussed.

Noxious Weed: Highlights from the Noxious Weed meeting were discussed.

Spring Short Course: Highlights from the Spring Short Course meeting were discussed.

Minutes: It was suggested by MAT that minutes not be posted until approved. A discussion was had. LMT will continue to post minutes before approval and be marked unapproved.

Abbreviations on Checks: Checks to MATIT will have to be written out in full form instead of the abbreviation.

Land Use Permits: No LUP’s were received.

Plunkett's: Plunketts Spring maintenance has been approved.

Calendar April & May 2021: April and May's calendars were reviewed and discussed

MAILBAG- Mailbag was reviewed and discussed.
