The July 2019 monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:30 PM.
Members present, Supervisors: James Schmidt, Donna Hoeper and Pete Fernholz, Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.
A motion was made by James Schmidt to approve the agenda with two additions, 1) Signage on Fishhook Dr. 2) ALASD, 2nd by Donna Hoeper. Motion carried 3-0.
A motion was made by James Schmidt to approve the bills in the amount of $82,113.63, 2nd by Pete Fernholz. Motion carried 3-0.
A motion was made by Donna Hoeper to approve the June 2019 minutes with word usage correction, 2nd by Pete Fernholz. Motion carried 3-0.
TREASURERS REPORT: LMT has a balance of $ 907,958.48. There are two outstanding checks; Maple Lake Swimming and Holmes City 1st Responders, and one outstanding EFT with CenturyLink, for a total of $1,950.11. Christy checked online and the EFT for CenturyLink was withdrawn on July 1. A motion was made by James Schmidt to approve the treasures report as read, 2nd by Donna Hoeper. Motion carried 3-0.
ITEMS FROM THE FLOOR: None
ROAD DISCUSSION:
Paving Project: Jeff Runge Sr. was present. The repair of soft spots on paving project roads is done, except a small area on Turtle Court. There are 3 soft spots on Hummingbird Ln. that need be dug out and repaired as well.
Swing Away Mailbox Supports: Tabled until August meeting because Jeff Stabnow who is working on the project was not present.
Reno View Dr/ County Line Rd Agreement: An updated agreement was reviewed and has been given to Reno Township for review and approval.
Frontage Road: Frontage Road was redone when the roundabout was constructed on State Hwy #29 & Co. Rd #28. MnDOT took over Frontage Rd at this time. LMT has been maintaining the road, but MnDOT should be doing the maintenance as it is still their road until LMT agrees to take the road back. James Schmidt has been in contact with MnDOT on this issue. LMT will discontinue maintenance on Frontage Rd until MnDOT corrects the issues and LMT decides to take the road back. James Schmidt is concerned with Frontage Rd since the roundabout project by MnDOT, as water runoff has been an issue.
Serenity Cove: James Schmidt made a motion to take over maintenance on Serenity Cove development roads; Serenity Drive SW and Serenity Lane SW effective after July 25, 2019, 2nd by Pete Fernholz. Motion Carried 3-0.
Chloride: Chloride application has been completed. Sue Hanson will make copies of receipts from Knife River and take to Douglas County Public Works. Residents Matt & Toni Stennes inadvertently paid the township directly for a private application. LMT will issue them a receipt for $600.00 for payment on personal chloride application. A discussion was had on the possibility of applying chloride on all gravel roads, not just portions. This would save in road maintenance during the summer. There was a discussion on getting quotes from private contractors for doing the chloride application. LMT could hopefully get chloride applied earlier, as every year it has been getting later in the summer.
Fish Hook Dr: Road sign is missing. Jeff Runge Sr., will order a new sign and replace.
OLD BUSINESS:
Culvert Resolution: Tabled until next meeting.
Underage Driving E. Lake Mary Rd: Residents were present to voice their concerns of underage driving taking place on E. Lake Mary Rd. Golf carts are the biggest issue, but motorbikes and ATV’s are as well. LMT has no law enforcement power; and should be handled by the Douglas County Sheriff’s office. The residents suggested signs of some sort be put up. After discussion, LMT offered to put up two 30 mph speed limit signs. Residents agreed this may help, but also brought up a golf cart law LMT could put into effect banning their use on a low visibility road. James Schmidt explained that would need to be an ordinance and would affect all low visibility roads in Lake Mary Township. A motion was made by James Schmidt to place two 30 mph speed limit signs on E. Lake Mary Rd, 2nd by Pete Fernholz. Motion carried 3-0.
Sewer Connection- Lake Mary Villas/Hummingbird Ln: Sue Hanson obtained maps from ALASD showing the locations of the Lake Mary Sanitary Sewer. Hummingbird Ln/Lake Mary Villas had a private sewer line installed by Riley Bros. Construction. It was then connected to the Lake Mary sewer system. As these lots on Hummingbird Ln are developed, they are subject to a $1000.00 SAC charge by LMT before a permit is issued. They are not subject to the $4000.00 hook-up charge.
NEW BUSINESS:
Audit Report: Ed Desautels was present. The 2018 audit is complete and the LMT yearend balance was correct. Interest has been allocated to correct funds; Ed also explained how they also figure the accrual of funds at the end of the year. The 2018 audit was reviewed and discussed. Contact information for the State Auditor’s office was updated. Discussion by Ed Desautels was had on the following;
Assessment payoffs: Assessment payoffs for the year are recorded by the clerk and then reported to the Auditors office at the end of the year.
EFT (Electronic Fund Transfers): We discussed the accounts that currently get paid by EFT; CenturyLink, REA, PERA, and Quarterly 941payroll taxes. We discussed going back to REA being paid by check instead of EFT and canceling CenturyLink landline because is not being used. A motion was made by James Schmidt to authorize Christy Tvrdik, LMT Treasurer, to issue, monitor, and document the electronic transfers for PERA and the Quarterly 941 payroll taxes, 2nd by Pete Fernholz. Motion carried 3-0. Motion made by James Schmidt to go back to paying REA by check instead of EFT, 2nd by Donna Hoeper. Motion Carried 3-0.
CenturyLink: A motion made by James Schmidt to discontinue LMT’s CenturyLink landline service at the end of the month, 2nd by Donna Hoeper. Motion carried 3-0.
Election Judge/Clerk wages: When a clerk serves as an election judge, wages for election judge should be included on the clerk's W2 form.
June Tax Settlement: June tax settlement from Douglas County was deposited 6-28-2018. Reviewed and discussed.
Outstanding Check-Holmes City 1st Responders: Holmes City 1st Responders said they did not receive 2019 donation check. Discussion had. Payment will be stopped on the check and new check issued. A motion was made by James Schmidt to hand deliver checks to Holmes City 1st Responders in future as this has happened before, 2nd by Donna Hoeper. Motion carried 3-0.
State Demographic Letter: LMT’s population estimate as of April 1, 2018, was 1,128 and the household estimate was 433.
Calendar: July and August months were discussed. Mn District Meeting will be held on Monday, August 12, 2019, at 7:00 PM in Rothsay. No one from LMT is planning on attending.
LMT August meeting: James Schmidt made a motion to move the August monthly meeting from Tuesday, August 13th to Monday, August 19th at 7:30 PM due to conflict, 2nd by Pete Fernholz. Motion carried 3-0.
Sewer Fund-ALASD: Discussion was had on creating a separate levy and sewer fund for 2020. This would keep the levied monies for sewer maintenance with ALASD separate from the Capital Project Fund. The assessments for the sewer are almost paid off.
MAILBAG- Mailbag was reviewed and discussed.
A motion was made by James Schmidt at 10:07 P.M. to adjourn the meeting, 2nd by Donna Hoeper. Motion carried 3-0.
