Lake Mary Township Monthly Meeting
April 10, 2018
Meeting was called to order by James Schmidt with the pledge to the flag at 7:30pm.
Motion by Pete Fernholz to elect James Schmidt as the Chairman and seconded by Donna Hoeper Motion carried 3-0.
Motion by James Schmidt to elect Donna Hoeper as the Vice-Chairman and seconded by Pete Fernholz Motion carried 3-0.
Motion to accept the agenda with changes by James and seconded by Donna Hoeper. Motion carried 3-0
James Schmidt explained the new way the bills will be listed on the agenda. Discussion was had. Motion to approve the bills in the amount of $34,119.07 by James Schmidt and seconded by Donna Hoeper. Motion carried 3-0
Motion to approve March 2018 minutes by Donna Hoeper and seconded by James Schmidt. Motion carried 3-0.
Motion to approve Board of Canvass minutes with corrections by Donna Hoeper and seconded by James Schmidt .Motion carried 3-0
Julie Freier explained the differences between the different funds to update new members of the board. Discussion was had. Motion to approve the Treasurers report by James Schmidt and seconded by Donna Hoeper. Motion carried 3-0
Items from the floor: There was a question if there have been any new decisions on the invasive species and the lake sustainability. This has been tabled until we hear from the lake associations.
Road Discussion – Cutting the edges on the road was discussed as to how and when would be the best time in the spring and fall. Jeff Runge Jr. was here for the meeting so he will talk to Jeff Runge Sr. about this. There was also a question as to why after the last snow there was no plowing done. In the spring the board is contacted after a snow and the decision to plow is made at that time according to the weather.
Old Business
- Road review is tentatively scheduled for 8am on April 20, 2018.
- Board of equalization is scheduled for April 16 @ 9 a.m.
- In response who donates to the Holmes City First Responders: Lake Mary Township ($1400), Holmes City Township ($2000) and Moe Township ($2000)
- There was a question if a small building could be built near the town hall for a free little library. This would be a separate small building and would be in location of the well pump. It would have to be easily removed if needed. Motion to allow free little library by James Schmidt and seconded by Pete Fernholz. Motion carried 3-0.
New Business
- When the computer was given to the new clerk the CTAS system was locked up and no updates had been done. Sue Hanson contacted the CTAS help desk, the program had to be uninstalled and reinstalled, but 2016 to now was lost due to backup issues. Discussion was had regarding how to update and re-enter all that was lost. Bonnie Lay and Sue Hanson will manually re-enter all from what Julie Freier has. Update on progress will be given at each meeting until we are in balance.
- Per Diem is now $70/meeting. Motion by James Schmidt and seconded by Donna Hoeper to keep the same. Motion carried 3-0
- Officer Pay
o Clerk $345/month plus Per Diem-Motion by James Schmidt to keep clerk salary the same. Discussion was had. Motion seconded by Donna Hoeper. Motion carried 3-0. Motion by James t Schmidt to pro-rate the new clerk salary by 33% for work done in March. Motion seconded by Donna Hoeper. Motion carried 3-0
o Deputy Clerk-no previous salary. New deputy clerk sworn in 10 days after the new clerk was elected. Motion by James Schmidt to pay deputy clerk $250 plus Per Diem through June and then $20/per hour after that when needed. Motion seconded by Pete Fernholz. Motion carried 3-0
o Treasurer-$300/month plus Per Diem-Motion by James Schmidt to increase to $345/month plus Per Diem. Motion seconded by Pete Fernholz. Motion carried 3-0
o Election judges $16/hour-Motion by James Schmidt to keep the same and seconded by Pete Fernholz. Motion carried 3-0
o Supervisors $16/hour plus Per Diem-Motion by James Schmidt to keep the same
o and seconded by Donna Hoeper
o Mileage $.535-State sets at $.545
- Motion by Donna Hoeper to accept Runge’s road maintenance Contract and James Schmidt seconded. Motion carried 3-0
- Motion by Pete Fernholz to use Runge road maintenance for grading and James Schmidt seconded. Motion carried 3-0
- Motion by Donna Hoeper to use Runge for snow removal and James Schmidt seconded. Motion carried 3-0
Gravel Quotes
- First quote from Sondrol Excavation-$7.81/yard for class 5, no class 1 quoted, bid also offers gravel at the same price for township residents
- Second quote from Hvezda Excavating-$7.70/yard for class 5, no class 1 quoted
o Last year Hvezda Excavating got the quote and gravel was good, but there were concerns regarding how it was spread and the time of day it was spread.
o Discussion was had as to who should be chosen and why with the history of who the township has used in the past. Motion by Pete to use Hvezda Excavating for spreading of the gravel with the understanding that it needs to be leveled off when spread. Seconded by Donna Hoeper. Motion carried 3-0. James Schmidt will contact Hvezda Excavating & Sondrol Excavating.
Official Newspaper of the township was previously Forum Communications (Echo Press). Motion by James Schmidt to continue to use them and seconded by Donna Hoeper Motion carried 3-0
Motion by James Schmidt to continue to use Bremer Bank for the townships official bank and seconded by Donna Hoeper. Motion carried 3-0
Gopher Bounty previous was $4/pocket and $0.25/striped. Motion by James Schmidt for $5/pocket and $0.50/striped and seconded by Pete Fernholz. Motion carried 3-0
The officer list for MAT needs to be updated by Sue Hanson and Pete Fernholz. Form was updated.
Contractor insurance liability forms were received from Runge Grading, Sondrol Excavating and CHS. Hvezda Excavating needs to send in their insurance liability form. James Schmidt will talk to Kyle Hvezda about it.
The township email account is lakemarytownship@hotmail.com for clerk and lakemarytownship@gctel.net at the town hall. Discussion was had regarding if anyone else on the board should have separate E-mail accounts besides their personal email accounts.
Discussion was had to have Anchor Consulting to get computer & web services up to date. They come from the Twin Cities and the township has used previous. He will come right to the town hall to do this. Previous bill from May 2016 was for miscellaneous services, which was $85/hour. Motion by Donna Hoeper, to hire Anchor consulting to get web site up to date and any other services needed. Seconded by James Schmidt. Motion carried 3-0
Motion by James Schmidt to get any hardware or software updates and computer needs for up to $1500.00. Discussion was had as to what is all needed, such as backup hard drive, battery for lap top, virus protection, etc. Seconded by Donna Hoeper. Motion carried 3-0
Review of Township Map will be tabled until the May 2018 meeting.
Resolution was handed out for the Supervisor duties. James read the resolution to all. Discussion was had on the resolution. Sue Hanson is Notary so these can be signed today. All resolutions were filled out, one for each supervisor. Motion by Pete Fernholz to accept resolution 4-18-A Resolution Authorizing Contract with Interested Officer Under MN Stat 471.88, subd. 5. Seconded by Donna Hoeper. Motion carried 2-0 with James Schmidt abstaining. Motion by James Schmidt to accept resolution 4-18-B Resolution Authorizing Contract with Interested Officer Under MN Stat 471.88, subd. 5. Seconded by Pete Fernholz. Motion carried 2-0 with Donna Hoeper abstaining. Motion by James Schmidt to accept resolution 4-18-C Resolution Authorizing Contract with Interested Officer Under MN Stat 471.88, subd. 5. Seconded by Donna Hoeper. Motion carried 2-0 with Pete Fernholz abstaining.
Board of organization will continue to be the April meeting.
Resolutions and Ordinances will be gone over at the May meeting.
Clerk duties were discussed such as minutes, agenda’s, posting of the board and getting copies to each supervisor. All will be posted and sent out by the Monday before the meeting. If anything needs to be changed contact Sue as soon as possible. Discussion as to what needs to be posted on the board was had. Request by Treasurer and Clerk to have all payroll sheets and disbursement’s handed in by the first day of the month for payment at the next meeting.
Officer procedure booklet needs to be created for each position. This will be an ongoing process until it is finished for each position.
Training information for Board of Equalization was discussed along with the Summer Short Course Training.
Sue handed out list of election judges. Motion by James Schmidt to approve election judge list and seconded by Donna Hoeper. Motion carried 3-0
Mail bag was looked at and discussed.
Motion by James Schmidt and seconded by Donna Hoeper to adjourn the meeting at 10:41pm. Motion carried 3-0
