Lake Mary Township Monthly Meeting

Meeting was called to order by James Schmidt with the pledge to the flag at 7:30 pm.
Supervisors James Schmidt, Donna Hoeper and Pete Fernholz were present.
Motion by James Schmidt to approve agenda, 2nd by Donna Hoeper. Motion carried 3-0
Correction needed for December 2018 bills. Bills were approved at $43,021.34 and should have been $43,012.74; there was an $8.60 error on the PERA claim. James Schmidt made a motion to rescind last month’s motion of approving the bills for $43,021.34. James Schmidt made new motion to approve the December 2018 bills for $43,012.74. 2nd by Pete Fernholz. Motion carried 3-0
Motion to approve the bills for January 2019 in the amount of $42,277.59 made by James Schmidt. 2nd by Donna Hoeper. Motion carried 3-0

Treasurers Report- Checking balance is $928,463.72. CD balance is at $533,387.02, as of January 8, 2018 the interest on Money Market is up from 1.86% to 2.01%. Year-end duties are complete and balanced. Julie Freier, Deputy Treasurer, is requesting a salary wage vs. hourly wage for the month of January due to amount of time spent helping the treasurer and clerk with the year-end process. Julie Freier will also be helping with the yearly newsletter. James made a motion to pay Julie Freier, Deputy Treasurer, a regular treasurer’s monthly salary wage as long as she continues to help with the annual newsletter. 2nd by Donna Hoeper. Motion carried 3-0

ITEMS FROMTHE FLOOR:
Forada Fire Dept. was represented by newly elected Fire Chief Stephen VanLuik. He personally invited the Township Board to attend the Annual Christmas Party of the Forada Fire Dept. and 1st Responders scheduled for January 25 at the Forada Supper Club.
ROAD DISCUSSION:
Road engineer, Jeff Stabnow, was present to report his findings on the condition of eight blacktop roads he evaluated in the township; including Pospisil Dr., Trousil Dr., Spearfish Ln, Lake Andrew Rd., Little Mary Circle, Turtle Lake Court, Turtle Trail and Hummingbird Way. These roads are aging and deteriorating and need to be repaired to prevent further damage. Cross Country Lane needs to be evaluated also and Nemec Estates does not need ay repairs at this time. Discussion was had on doing total reclamation on some of these roads. The estimated cost is approximately $1,000,000.00 to repair the roads at their current condition. The Board would like to repair these roads starting with the ones in the worst condition and spreading the repairs out over 3 years, starting this summer. The proposed order would be Pospisil Dr., Trousil Dr., Spearfish Ln, Lake Andrew Rd., Little Mary Circle, Turtle Trail, Turtle Court and Hummingbird Way. Discussion was had where the funding will come from. We will need to raise the Levy to fund these repairs and James Schmidt will seek advice from the accountant about funding the repairs. James Schmidt made a motion for Jeff Stabnow to get sealed bids for each individual road from current MnDOT certified contractors, so we can have further discussion at the Annual March meeting. 2nd by Pete Fernholz, Motion Carried 3-0.
It was mentioned that multiple garbage trucks continually traveling on blacktop roads is damaging to them and may be addressed at a county level.
Road discussion was had with Jeff Runge Jr. about winter road conditions and snow removal. James Schmidt asked that Runge’s come up with a backup plan when equipment breaks down at a critical time.
OLD BUSINESS:
Culvert Ordinance and Resolution is still being worked on, it will be kept on the agenda, until it is finalized and approved.
Calendar deadlines for January and February were reviewed and discussed.
NEW BUSINESS:
Report of Indebtedness: Township has no debt owed.
Noxious weed report for 2018: James Schmidt and Pete Fernholz reviewed and completed report to be sent to the county. Sue Hanson will send it in. The Douglas County Noxious weed meeting is March 20, 2019.
The Board of Audit: Will be held at the regular meeting in February, with our accountant present.
Budget setup: We discussed the budgeting program offered by CTAS and decided to implement their program along with the Excel table we are currently using.
2020 donation requests: We have received one request to date from Forada Days.
Lowry Fire Contact: We have received the Lowry fire contract for 2019/2020; 2019 -$4070.00 and 2020-$4,151.00. James Schmidt made a motion to accept the 2 year Lowry Fire Contract. 2nd by Pete Fernholz. Motion Carried 3-0
Board of Equalization Meeting: Board of Equalization Meeting for Lake Mary Township is scheduled for Monday, April 15 at 9:00 a.m.
Clerk Training for Excel: Board approved for Sue Hanson to attend.
Election Judge Payroll: It was suggested at MAT training to put Election Judge wages in payroll instead of claims. Discussion was had. Christy Tvrdik and Sue Hanson would like to get input from clerks and treasurers of other townships.
DCAT Lobby Day: Bus available for Lobby day at the Capital for anyone interested. No one from Lake Mary Township is planning on attending – Spring Short Course is 3/29/2019 at Arrowwood.
Yearly newsletter was reviewed and changes discussed. Newsletter will go to the printer when finalized. The newsletter will get mailed to Lake Mary residents before the March Annual Meeting.
