The Lake Mary Township Annual Meeting was called to order at 8:15 p.m. by Clerk, Sue Hanson, with the pledge to the flag.
A motion was made by Dean Radil to elect James Schmidt as moderator, 2nd by Donna Hoeper. Motion carried.
Minutes from March 2019 Annual Meeting were reviewed. A motion was made by Lyal Radil to approve the 2018 minutes, 2nd by Judy Powers. Motion carried.
Election results:
LMT had a total of 34 voters. Supervisor, James Schmidt, received 34 votes. Clerk, Sue Hanson, received 34 votes. There were no write-ins.
Fire Protection requests:
Alexandria Fire Dept. sent a letter requesting $22,542.00 for 2021. Alexandria Fire Dept. had a total of 12 calls in LMT in 2019, 3 of the 12 were false alarms, which the AFD is checking into. A discussion was had on the increased cost for protection in LMT, and the territory AFD covers. A motion was made by Gerald Prchal to approve the requested amount d of $22,542.00, with the exception that the amount may decrease after false alarms are investigated, 2nd by Dean Radil. Motion carried.
Forada Fire Dept., represented by Stephen Vanluik, requested $19,458.00 for 2021. FFD had no calls in LMT in 2019. A discussion was had on how Forada Fire Dept. determines the dollar amount. Stephen Vanluik explained it is based on property values within LMT, which equals out to be approximately .55 on $1000.00. Territories were also discussed. A motion was made by Lyla Radil to approve the requested amount, 2nd by Judy Powers. Motion carried.
Lowry Fire Dept. represented by Scott Kjorness, requested a 2% increase per year for 2021 & 2022. Lowry Fire did not have the 2-year contract stating the requested amount for 2021 & 2022 due to a clerical situation with the City of Lowry. A 2% increase for 2021 would result in the amount of $4,234.00. LFD responded to no calls in LMT in 2019. A motion was made by Dean Radial to approve the amount of $4,234.00 for 2021. The amount for 2022 will need to be addressed at the 2021 annual meeting because the contact was not presented, 2nd by Lyla Radil. Motion carried.
First Responder requests:
Forada First Responders, represented by Judy Powers, requested funding. FFR responded to 6 calls in LMT in 2019. The goal of the FFR is to purchase radios for responders to replace cell phones for communication due to the hands-free law. A discussion was had. A motion was made by Don Bomstad to give funding of $2000.00 for 2021 to the FFR, 2nd by Bonnie Lay. Motion carried.
Holmes City First Responders, represented by Shawn Stoen, requested funding. HCFR has sold its vehicle and responders are using their personal vehicles to respond to calls. HCFR wants to equip all personal vehicles with an AED (automated external defibrillator) and ditch bag. A discussion was had. A motion was made by Dick Quitmeyer to give funding of $2000.00 for 2021 to the Holmes City Frist Responders, 2nd by Bonnie Lay. Motion Carried.
Lowry First Responders, represented by Shawn Stoen, requested funding. LFR had 1 call in LMT in 2019. A discussion was had. LMT gave $600.00 for 2020. A motion was made by Dean Radil to give funding of $600.00 again for 2021 to the Lowry Frist Responders, 2nd by Nicole Fernholz. Motion Carried.
James Schmidt requested the fire departments and first responders have their donation requests into LMT by the beginning of February, so the town board can review them before the Budget and Audit meeting.
Donations:
Maple Lake swimming lessons sent a letter requesting $500.00 for 2021. A discussion was had. A motion was made by Sue Hanson to approve the requested amount, 2nd by Nicole Fernholz. Motion carried.
AAEDC, represented by Nicole Fernholz, requested $3,800.00 for 2021, which is the same as last year. A discussion was had. A motion was made by Dean Radil to approve the requested amount, 2nd by Donna Hoeper. Motion carried.
Alexandria Senior Center sent a letter requesting $500.00 for 2021. A discussion was had. LMT gave $250.00 in 2019 & 2020. A motion was made by Bonnie Lay to keep at $250.00 in 2021, 2nd by Ron Bomstad. Motion carried.
Forada Days, represented by Makayla Tvrdik, requested $500.00 for 2021. A discussion was had. A motion was made by Bonnie Lay to donate the requested amount of $500.00 for 2021, 2nd by Tim Kalina. Motion carried.
Other funding/Donations:
Douglas County Historical Society sent a letter requesting $50.00 for 2021. A discussion was had. A motion was made by Makayla Tvrdik to approve the requested amount of $50.00, 2nd by Lyla Radil. Motion Carried.
Community Ed /LAR sent a letter requesting $3,384.00 for 2021. A discussion was had. A motion was made by Donna Hoeper to approve the requested amount, 2nd by Makayla Tvrdik. Motion Carried.
Roads:
LMT roads were discussed. A copy of the 2019 road review was available for LMT residents to review. James Schmidt, Chairman, gave an overview of the 8 blacktop roads that were redone in the 2019 paving project. A discussion was had.
Chloride was discussed and will be spayed as in the past. If residents want more chloride on their road, it will be at their expense and needs to be paid for upfront.
There was a request to move one of the 30 mph speed limit signs on E. Lake Mary Rd. as it is too close to a resident’s driveway and prohibits them from making turns with a trailer.
Swing Away Mailboxes:
Installing Swing Away mailboxes throughout the township was discussed. The cost is approximately $123.00 per mailbox and could be added to the tax levy for each resident. Other options were discussed but no decision was made at this time.
Election Judges:
Sue Hanson, Clerk, reported LMT has 9 election judges: Lyla Radil, Lorraine Chan, Tammy Smedstad, Juanita Bolinger, Annette Kimman, Mary Kalina, Renae Hills, Bonnie Lay, and Linda Dokken-Mcfann. If anyone is interested in becoming an election judge they should contact Sue Hanson.
Presentation of budget:
James Schmidt reviewed the proposed 2021 budget with LMT residents. A discussion was had. James Schmidt presented the following budget: General Receipts & Expenses, $72,034.00, Fire Protection Receipts & Expenses, $46,234.00, Road Receipts & Expenses, $178,500.00, and Blacktop Receipts & Expenses, $75,000.00, for a total of $371,768.00. This does not include the amount for the Alexandria Lakes Area Sewer District (ALASD) sewer bond and interest, which will be determined by ALASD. This proposed budget is an $85,754.00 decrease from the 2020 budget.
Set Tax Levy:
James Schmidt presented the amount of $371,768.00, not including the ALASD sewer bond and interest, for the 2021 Tax Levy for LMT. A motion was made by Bonnie Lay to approve the presented 2021 Tax Levy, 2nd by Lyla Radil. Motion Carried.
2020 Annual Meeting:
The Lake Mary Township 2021 Annual meeting was set for March 9, 2021, at 8:15 p.m.
A motion was made by Lyla Radil to adjourn the meeting at 10:14 p.m., 2nd by Gerald Prchal. Motion carried.
