Monthly Meeting
January 14, 2020

 

The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:30 pm.

Members present: Supervisors: James Schmidt, Donna Hoeper, and Pete Fernholz;

Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.

A Motion was made by Donna Hoeper to approve the agenda, 2nd by James Schmidt. Motion carried 3-0.

A Motion was made by James Schmidt to approve the bills in the amount of $16,035.25,                   2nd by Donna Hoeper. Motion carried 3-0.   

A Motion was made by Donna Hoeper to approve the December 2019 minutes with punctuation corrections, 2nd by Peter Fernholz. Motion carried 3-0.

TREASURERS REPORT: LMT has a balance of $134,222.23. All but $10,000.00 was transferred from Money Market into LMT checking account to cover December Claims.

A Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Peter Fernholz. Motion carried 3-0.

ITEMS FROM THE FLOOR:  None

ROAD DISCUSSION:

2019 Road Project: JamesSchmidt spoke with Mark Lee regarding the paving project contract and issues with driveways. A discussion was had. A motion was made by James Schmidt to pay Mark Lee 5% of the 10% withheld in February 2020, and pay  the remaining 5% after driveways are repaired and minor issues are resolved, 2nd by Donna Hoeper. Motion carried 3-0.

 

JK Stabnow final invoice: LMT has received the final invoice for the 3rd installment of payment from Jeff Stabnow. A motion was made by James Schmidt to withhold the 3rd installment payment to Jeff Stabnow until the paving project is complete and driveways and other minor repairs are done, 2nd by Donna Hoeper. Motion carried 3-0.

Chloride-2020: Email was received from Douglas County Public Works asking for an estimate of chloride that will be needed by LMT in 2020. LMT will get chloride from DCPW in 2020. An estimate of 16,000 gallons will be submitted.

Road Polices- example: Jeff Stabnowwas present. Jeff Stabnow presented the LMT board with examples of road policies, resolutions, and ordinances used by other townships. These policies included paving, culverts, approaches, etc. A discussion was had about adopting policies vs. resolutions by LMT.

OLD BUSINESS:  

Culvert Ordinance: Culvert Ordinance was included in the road policy discussion.

Board of Appeal & Equalization training: Pete Fernholz and Donna Hoeper are both current in their training and certification through July 1, 2022. James Schmidt is current in training and certification through July 1, 2020.

  NEW BUSINESS

Parcel #30-0087-000 Green Acres/ Sewer Assessment: The Douglas County Auditor’s office has notified LMT that parcel #30-0087-000, which qualified for the Green Acres program in 2009( Minnesota Statue 273.111 subd. 11) was reclassified from Green Acres to Residential in 2010. This no longer qualified the parcel for a deferment. The remaining balance owed to LMT for the sewer assessment is $3,240.50.  Back in 2010 something should have been addressed about the remaining balance owed to LMT. A discussion was had. The LMT Board feels this was an oversite at the County level and feels there should not be any interest added to the balance owed. Sue Hanson will contact the landowners by a letter explaining the situation and determine how they will take care of the remaining balance owed to LMT.

Report of outstanding indebtedness (bonds): LMT has no outstanding indebtedness to report.

AAEDC representative resolution: Mark Grandgenett’s term for representative on AAEDC Board for LMT is expiring. Vicki Jodsaas has volunteered to accept the position. A motion was made by James Schmidt to accept Vicki Jodsaas as LMT representative on the AAEDC board, 2nd by Pete Fernholz. Motion carried 3-0.

Noxious Weed report: Pete Fernholz will fill out the Noxious Weed report and Sue Hanson will submit. Noxious Weed training meeting will be held on March 18, 2020.

Auditor info: The LMT Auditor has requested a form listing the board members and their spouse’s occupation information. Board members filled out. The requested information will be sent to the Auditor.

Dates for Board of Audit and regular March meeting: The Board of Audit meeting is scheduled for February 19, 2020 at 7:00 PM, and the regular monthly meeting is scheduled for March 16, 2020 at 7:30 PM

Annual Newsletter: Christy Tvrdik and Donna Hoeper will get the Annual Newsletter updated and to the printer.

Budget requests: Budget requests were received from Alexandria Senior Center and Forada Days

Board of Review (Appeal & Equalization):  The scheduled date for LMTs

Board of Review (Appeal & Equalization) meeting is April 13, 2020, at 9:00 AM at the town hall.

Election Judges 2020: Sue Hanson presented a list of election judges for 2020. A motion was made by James Schmidt to approve the list of election judges for 2020, 2nd by Donna Hoeper. Motion carried 3-0.

Spring Short Course: Spring Short Course is March 27, 2020, at Arrowwood.

Forada Fire Dept. Christmas party: Forada Fire Dept. has invited the LMT Board to their annual Christmas Party January 17th at the Corral in Nelson

Land Use Permits for December 2019: LUP from County & City were reviewed.

ALASD- New sewer permit format: ALASD has reformatted its sewer permits. There are now separate forms for residential and business.

Calendar: Calendar was reviewed for January and February.

Next Meeting: LMT’s next monthly meeting is February 11th, 2020, at 7:30 PM

MAILBAG- Mailbag was reviewed and discussed.

A Motion was made by James Schmidt at 10:03 P.M. to adjourn the meeting, 2nd by Pete Fernholz. Motion carried 3-0.
