The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:00 pm.
Members present: Supervisors: James Schmidt, Donna Hoeper, and Pete Fernholz;
Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.
A Motion was made by James Schmidt to approve the agenda, 2nd by Donna Hoeper. Motion carried 3-0.
A Motion was made by James Schmidt to approve the bills in the amount of $13,531.80, 2nd by Pete Fernholz Motion carried 3-0.
A Motion was made by Donna Hoeper to approve the May 2020 minutes with punctuation correction, 2nd by James Schmidt. Motion carried 3-0.
TREASURERS REPORT: LMT has a balance of $64,492.81 with two outstanding checks totaling $10,876.98.
A Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Pete Fernholz. Motion carried 3-0.
ITEMS FROM THE FLOOR:
Chloride: The chloride application is complete in LMT. Approximately 16,000-17,000 gallons were applied. Chloride was not applied to Frontage Rd because MnDOT is currently maintaining it on a temporary basis.
ROAD DISCUSSION:
Paving project update: Driveways on Lake Andrew Rd and Little Mary Circle have been repaired by Mark Lee excavating. There were 32 driveways on Lake Andrew Rd and 8 driveways on Little Mary Circle repaired. There was 25 ton of blacktopping used for the repairs.
Invoices Jeff Stabnow/ Mark Lee: There are remaining balances to be paid for Jeff Stabnow and Mark Lee Excavating now that the 2019 Paving Project has been completed. A motion was made by James Schmidt to pay the remaining balance of $30,377.92 to Jeff Stabnow in July 2020, 2nd by Pete Fernholz. Motion carried 3-0. A motion was made by James Schmidt to pay Mark Lee Excavating the retainer fee of $36,226.37, plus an additional $2500.00 for an extra 25 ton of blacktop used for the repairs of the driveways, 2nd by Pete Fernholz. Motion carried 3-0.
Frontage Rd: A conference call was held during the meeting with Jeremy Flatau and Kohl Skalin from MnDOT. We discussed the Frontage Rd. located just north of the Hwy 29 roundabout. MnDOT took over Frontage Rd when the roundabout was being constructed. We have concerns with the water drainage on the road and LMT will not take the road back until the drainage issue is addressed and corrected. According to MnDOT, a regrade of the ditch section between Hwy 29 and Frontage Rd will begin July 6th with Mark Lee Excavating being the contractor. After regrade is complete, Jeff Stabnow and Jeff Runge will inspect the Frontage Rd improvements for compliance with LMT’s standards. Maintenance of Frontage Rd has been done by MnDOT this past year. A discussion was had on turning back of Frontage Rd to LMT along with winter maintenance. MnDOT is willing to partner up with LMT on the winter maintenance of Frontage Rd. In the past, there has been an issue with the snow plowed off on Hwy 29 and blowing over on to Frontage Rd. MnDOT will try to be more aware of this area of Hwy 29, when blowing of snow needs to be done, MnDOT is willing to help out. Jeremy Flatau will provide LMT with information on who to contact if there are issues with snow between Hwy 29 and Frontage Rd. MnDOT has no intention of placing chloride on Frontage Rd at this time.
Swing Away mailboxes: Swing away mailboxes were again discussed. There are issues with the mailboxes being too low on Little Mary Circle and Lake Andrew Rd with the new blacktop more making the roads higher after the paving project. A discussion was had on the possibility of installing swing away mailboxes on Lake Andrew Rd and Little Mary Circle and see if the mailboxes are well received. Roads to follow would be Oriole Ln and Cross County Rd possibly install swing away mailboxes throughout LMT. The post and support are approximately $105.00 and the residents could attach their existing mailbox. Donna Hoeper and Pete Fernholz will work on a resolution.
Complaints Wildlife Dr. / Little Mary Circle: A complaint was received from #7652 resident on Wildlife Dr. that water collects by mailbox and gravel is being pushed into the ditch when grading. A discussion was had. Nothing will be done at this time. A Little Mary Circle resident called complaining about his driveway, which had been repaired. A discussion was had.
OLD BUSINESS:
Road Policy: Jeff Stabnow, road engineer, reviewed the preliminary road policy and recommended the road policy to include 9-ton roads. James Schmidt will make the recommended change and LMT will implement the new road policy in July.
NEW BUSINESS
April/May issued Land Use/Sewer Permits: Werereviewed; there was one sewer hook-up in May.
Hearing on the Preliminary Plat of Bailey Addition: There is a hearing on June 23rd, regarding the section of land by Baileys. A discussion was had. LMT has no concerns.
Census 2019: The estimated April 2019 census was received. The estimated population of LMT is 1,135 with a household estimate of 438.
Calendar: June and July calendars were reviewed and discussed.
MAT member cards: MAT cards were distributed to board members.
Next Meeting: The next monthly meeting is June 14th, 2020 at 7:00 p.m.
MAILBAG- Mailbag was reviewed and discussed.
