The Lake Mary Township monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:00 pm.
Members present: Supervisors: James Schmidt, Donna Hoeper, and Pete Fernholz;
Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.
A motion was made by James Schmidt to approve the agenda with 2nd by Donna Hoeper. Motion carried 3-0.
A motion was made by James Schmidt to approve the claims and disbursements #5684- 5697 and PERA0921 in the amount of $28,731.02, 2nd by Pete Fernholz. Motion carried 3-0.
A motion was made by Donna Hoeper to approve the 2021 minutes stating full depth reclamation under Hummingbird Way and punctuation corrections, 2nd by Pete Fernholz. Motion carried 3-0.
TREASURERS REPORT: LMT has a balance of $961,194.17 There were no outstanding checks. A motion was made by James Schmidt to approve the Treasures report as read, 2nd by Donna Hoeper. Motion carried 3-0.
ITEMS FROM THE FLOOR: Tyrone Karlstad, resident, at 3015 Lake Andrew Road SW voiced concerns regarding the culvert under the road by his residents. After the recent abundant rainfall, the culvert plugged with pine needles and other debris from the field across the road, and all this running into the lake when the culvert is functioning properly. He is inquiring if anything can be done about the issue. A discussion was had. LMT will put this on the concerns list for the 2022 road review and evaluate the culvert at that time.
ROAD DISCUSSION:
Brian Bargen, with RePlay asphalt treatment, was present to inform share the benefits of treating the blacktop roads to extend the life of the asphalt to the LMT Board. A discussion was had. There was no decision made at this time to use this product.
- West Lake Mary Dr. quotes: Quotes were received from LaGrand Twp. for the repair of the gator spot on the West end. The quotes were from Riley Bros. for $2,972.00, and Ferguson Bros. for $4,000.00. LaGrand Twp. motioned to use Riley Bros. for the repair project. LaGrand Twp. will invoice LMT when the project is completed this Fall.
- Hummingbird Way: There is not a tentative start date on the full-depth reclamation project.
OLD BUSINESS:
- Swing away mailboxes/ Assessment deadline: LMT has not yet received a bill for the mailbox support installation. Assessment information needs to be turned into the Auditor's office in November. James Schmidt will follow up on this.
NEW BUSINESS
- Plunkett's: Fall maintenance was done on 8-31-21.
- Gardonville/ARPA money: A letter was received from Gardonville regarding the ARPA monies. The letter stated that if any counties or townships have ARPA monies that they do not know how to spend, they could consider using it for broadband. A discussion was had. No decision was made at this time.
- Auditors Office-new location: The Douglas County Auditor-Treasurers office had relocated to 822 Douglas Street, the old First Lutheran Church building.
- MAT-ARPA training: MAT is offering training for the ARPA funding. A discussion was had. Donna Hoeper will check into what all is offered.
- Douglas County Multi-Hazard Mitigation Plan Update: Douglas County Emergency Management is commencing work on the update of the Douglas County Multi-Hazard Mitigation Plan (MHMP). The plan addresses the natural hazards that may pose risk to the county, such as tornadoes, windstorms, flooding, blizzards, ice storms, wildland fires, landslides, and droughts, and identifies strategies to reduce the impacts of future storm or disaster events. An update of the plan is required by the Federal Emergency Management Agency (FEMA) every 5-years to maintain eligibility for FEMA Hazard Mitigation Assistance (HMA) grant program funding.
- Land Use Permits: The LUP’s were reviewed.
Calendar: The September and October Calendars were discussed.
