The August 2019 monthly meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:30 PM.
Members present, Supervisors: James Schmidt, Donna Hoeper and Pete Fernholz, Clerk, Sue Hanson, and Treasurer, Christy Tvrdik.
A motion was made by James Schmidt to approve the agenda, 2nd by Donna Hoeper. Motion carried 3-0.
A motion was made by James Schmidt to approve the bills in the amount of $18,410.28, 2nd by Donna Hoeper. Motion carried 3-0.
A motion was made by Donna Hoeper to approve the July 2019 minutes with punctuation corrections, 2nd by Pete Fernholz. Motion carried 3-0.
TREASURERS REPORT: LMT has a balance of $830,426.43. There are no outstanding checks. A motion was made by James Schmidt to approve the treasurer’s report as read, 2nd by Donna Hoeper. Motion carried 3-0.
ITEMS FROM THE FLOOR: None
ROAD DISCUSSION:
Jeff Runge Sr was present. There are no road issues at this time. Jeff Runge informed LMT he is looking into purchasing a chloride tank that installs into the back of a dump trunk. The topic of placing chloride on all the gravel roads in LMT was again discussed. Chloride placement on all gravel roads will need to be discussed at the annual meeting residents input take into consideration.
Paving Project: Jeff Stabnow was not present for the meeting, but Jeff has been in contact with James Schmidt. The 2019 Paving Project is slated to begin after Labor Day.
Swing Away Mailbox Supports: Tabled until September meeting.
Reno View Dr/ County Line Rd Agreement: Reno Township has OK’d and returned the signed road agreement. James Schmidt, Chairman, and Sue Hanson, Clerk signed the agreement to finalize. Sue Hanson will take a copy of the road agreement to Reno Township.
OLD BUSINESS:
Culvert Resolution: Tabled until September meeting.
CenturyLink/ REA: CenturyLink service has been canceled and Runestone Electric billing has been changed back to mail payments.
Sewer Connection- Lake Mary Villas: When looking through previous receipts, Sue Hanson found a receipt from Justice Brothers to LMT for a sewer connection in July 2006 for $41,000.00.
NEW BUSINESS:
Serenity Cove: Forst’s were present and requested that LMT vacate the road right of ways on both the East and West end of Serenity Lane SW. This would mean the adjoining parcels road could not access or connect to Serenity Lane SW. LMT took over Serenity Cove roads July 26, 2019, and have the say in what happens with the road right of ways. A discussion was had. A motion was made by James Schmidt not to vacate the road right of ways on the East and West ends of Serenity Lane SW., 2nd by Donna Hoeper. Motion carried 3-0
Holding Ponds: LMT does not maintain any of the holding ponds in the developments located within the township. As of now, there are only two townships in Douglas County that maintain holding ponds, Alexandria Township, and Carlos Township. James Schmidt stated his concerns about the maintenance of the holding ponds, and if not maintained properly by the developments, could cause future problems with the roads in these developments. James Schmidt would like to look into what the maintenance of these ponds would cost and if it would be a benefit to the township to take over maintaining them. A discussion was had. A motion was made by James Schmidt to look into details of LMT taking over maintenance of the holding ponds in the future, 2nd by Pete Fernholz. Motion carried 3-0.
Runestone Telecom: Kent Hedstrom from Runestone Telecom was present. As of 2014 Minnesota has 20 million dollars in grant money available for broadband Wi-Fi access in rural areas. Kent reviewed the future plans for installing broadband Wi-Fi in the area. Runestone Telecom is also asking for LMT to write a letter of support to help acquire grant money for the area. Kent will send James Schmidt information on writing the letter of support.
2020 Town Aid: Reviewed letter regarding the certified town aid from the MN Dept. of Revenue. Lake Mary Townships certified aid for 2020 is $2,459.00
Land Use Permits: Land use Permits in Lake Mary Township for July were reviewed
Elections:
ISD 206: IDS 206 has submitted a notice of a Special Election. The referendum election will be held on Tuesday, November 5, 2019, during the hours of 7:00 am – 8:00 pm for which LMT will serve polling place for Lake Mary, Holmes City, and Reno Townships. More information will be sent by the School District
PNP Election: A Presidential Nomination Primary (PNP) will be an additional election held on March 3, 2020. Because this election is over and above the normal Primary/General elections that occur in August/November of 2020; and because it’s being driven by the political parties to conduct a Presidential Nomination Primary in the spring, there is legislation to reimburse some of the new county/municipal costs associated with the PNP election. The Office of Secretary of State requested an estimate of the reimbursable costs anticipated throughout the state so it can be budgeted for. Sue Hanson submitted an estimated cost of $1,900.00 for LMT to the Douglas County Auditor’s office.
Calendar: MAT calendar was reviewed and discussed for August and September. MAT Annual Conference is coming up in Mankato, November 21-23, 2019. No one from LMT is planning on attending the Annual Conference.
Next Meeting: The next monthly meeting for LMT will be held on September 10, 2019, 7:30 pm.
MAILBAG- Mailbag was reviewed and discussed.
