Monthly Meeting/Reorganizational Meeting
April 9, 2019
 

Meeting was called to order by Chairman, James Schmidt, with the pledge to the flag at 7:30 pm.

Members present: Supervisors: James Schmidt, Donna Hoeper and Pete Fernholz,

Clerk, Sue Hanson and Treasurer, Christy Tvrdik.

 

APPOINTMENT OF CHAIRMAN AND VICE-CHAIR:

Motion was made by Donna Hoeper to appoint James Schmidt as Chairman, 2nd by Pete Fernholz. Motion Carried 3-0.

Motion was made by Donna Hoeper to appoint Pete Fernholz as Vice -Chairman, 2nd by James Schmidt. Motion Carried 3-0.

 

Motion was made by James Schmidt to approve agenda with Lodge Hall Rd, tiling added under road review and new flag added under new business, 2nd by Donna Hoeper. Motion carried 3-0.

Motion was made by James Schmidt to approve the claims in the amount of $72,234.30, 2nd by Donna Hoeper. Motion carried 3-0.   

Motion was made by Donna Hoeper to approve the March 2019 minutes with punctuation corrections, 2nd by Pete Fernholz. Motion carried 3-0.

Motion was made by Donna Hoeper to approve the March Board of Canvas Minutes, 2nd by James Schmidt. Motion carried 3-0.

TREASURERS REPORT: LMT has balance of $879,154.98. Money Market interest has increased from 2.01% to 2.13%. There is one outstanding check and one outstanding EFT.

Motion was made by James Schmidt to approve the Treasures report as read, 2nd by Pete Fernholz. Motion carried 3-0.

ROAD DISCUSSION:

Gravel Bids: Two quotes for new Class V gravel were received and reviewed.

  • Sondrol Excavation-$8.11/yard for Class V gravel. Quote also offers gravel to the township residents for the same price per yard.
  • Hvezda Excavating-$7.70/yard for Class V gravel.

Discussion was had. James Schmidt made a motion to accept Hvezda Excavating quote for Class V gravel for 2019, 2nd by Pete Fernholz. Motion carried 3-0.

James Schmidt will contact both contractors with the Boards decision.

 

Grading/summer and winter maintenance quotes: One quote was received from notification published in the Echo Press. A quote for grading/ summer & winter maintenance was received from Runge Grading. The quote was reviewed and discussed. Motion was made by James Schmidt to accept Runge Grading for 2019 grading/summer & winter maintenance, 2nd by Pete Fernholz. Motion carried 3-0.

 

Road map: New road map of Lake Mary Township was received from the Douglas County Assessor’s office. Board reviewed.

 

Road review: Road review is scheduled for April 12th at 8:00 A.M. If postponed due to weather, the alternate date is Tuesday, April 23 at 4:30 P.M..

 

Road review notes: 

  1. Bluebill Lane-Water concerns.
  2. Pospisil Lane-Dead end sign requested by resident.
  3. Oriole Lane- Fence on drive.
  4. Lodge Hall Rd -Request by residents to place tile under road.

 

OLD BUSINESS:

Culvert Ordinance: Jeff Stabnow was present. Jeff is still working on Culvert Ordinance. Discussion was had.

2019 Paving project: Jeff Stabnow informed Board about conditions of Manholes on some of the blacktop roads. Discussion was had. Jeff suggested if manhole rims are leaking or deteriorating, they will need to be replaced or repaired during the paving project.

 

 

NEW BUSINESS/REORGANIZATION MEETING:

Reorganization meeting:

The Reorganizational Meeting in the past has been held during the regular April meeting. Discussion was had on holding a separate meeting for reorganization the 1st week of April. The date would be determined at the March meeting. James Schmidt made a motion to hold the Reorganizational Meeting the 1st week in April, separate from the regular monthly meeting, 2nd by Donna Hoeper. Motion carried 3-0.

Wages

  • Per Diem - Currently $70/meeting.  Motion was made by James Schmidt to raise Per Diem to $75/meeting, 2nd by Donna Hoeper.  Motion carried 3-0
  • Officer Pay :
    • Clerk -Currently $345/month plus Per Diem. Discussion was had. Motion was made by James Schmidt to increase the clerk salary to $400/month plus Per Diem, 2nd by Donna Hoeper.  Motion carried 3-0. 
    • Treasurer-Currently $345/month plus Per Diem-Motion by James Schmidt to keep Treasurer salary the same, 2nd by Pete Fernholz.  Motion carried 3-0.
    • Deputy Clerk- Currently $20/ hour.  Motion was made by James Schmidt to keep Deputy Clerk wages the same, 2nd by Pete Fernholz.  Motion carried 3-0.
    • Deputy Treasurer- Currently $20/ hour.  Motion was made by James Schmidt to keep Deputy Treasurer wages the same, 2nd by Pete Fernholz.  Motion carried 3-0.
    • Supervisors- Currently $16/hour plus Per Diem. Motion was made by James Schmidt to increase Supervisors wage to $20/hour plus Per Diem, 2nd by Pete Fernholz. Motion Carried 3-0.
    • Election judges- Currently $16/hour. Motion by was made by James Schmidt to keep election judge wages the same, 2nd by Pete Fernholz.  Motion carried 3-0.
    • Mileage- Currently $.545/mile. Federal rate has increased to $.58/ mile.
  • Official Newspaper - Currently Forum Communications (Echo Press).  Motion was made by James Schmidt to continue with Forum Communications as LMT’s official newspaper, 2nd by Donna Hoeper Motion carried 3-0.
  • Official Bank-Currently Bremer Bank. Motion was made by James Schmidt to continue with Bremer Bank as LMT’s official bank, 2nd by Donna Hoeper.  Motion carried 3-0.
  • Gopher Bounty- Currently $5/pocket and $0.50/striped.  Motion was made by James Schmidt to keep gopher bounty the same, 2nd by Donna Hoeper. Motion carried 3-0.
  • MAT officer list: Reviewed and updated.
  • Office Supplies-Office desktop computer for Treasurer needs to be updated. Motion made by James Schmidt to allow Treasurer to spend up to $1,500.00 on new desktop computer, software, printer etc., 2nd by Pete Fernholz. Motion carried 3-0. Laptop computer condition was discussed, it is possible laptop could need more storage in future. Motion was made by James Schmidt to allow Clerk to spend up to $300.00 for extra storage on laptop if needed, 2nd by Donna Hoeper. Motion Carried 3-0.
  • Contractor insurance- LMT has current  liability insurance forms for Runge Grading, Sondrol Excavation and Hvezda Excavating.

New Business:

Plunketts pest control –LMT received an email regarding spring pest control. Discussion was had. LMT Will have Plunketts continue with twice a year pest control treatments. James Schmidt replied to Plunketts email.

Damage Assessment- Damage assessment packet received at the DCAT meeting was reviewed and discussed.

REA Voting- Ballot and voting packet was received from REA. Voting was discussed. Ballot was filled out and will be mailed.

Flag- A new American flag with stand was donated to the Lake Mary Town Hall by residents, Ronald & Carol Bomstad. A thank you card will be sent in appreciation.

May Meeting- The monthly May meeting will be held Tuesday, May 14, 2019 at the Lake Mary Town Hall, 7:30 P.M.

New Treasurer Training- Christy Tvrdik, Treasurer, would like to attend the New Treasurer Training at the MAT headquarters in St. Michael. The Board OK’d Christy to attend.

MAIL BAG- Mail bag was reviewed and discussed.

Motion was made by James Schmidt at 9:58 P.M. to adjourn the meeting, 2nd by Pete Fernholz. Motion carried 3-0.
